3. Limits the model cannot override

Spending limits and tool permissions are checked by database functions before any action is recorded. If an action would exceed a limit, it is blocked — no matter what the model decides.

4. Every directive is an auditable run

Each instruction becomes an operating run with its recorded actions, costs and outcomes, so work can be resumed after a failure and reviewed later.

5. Usage credits and a clear cost record

Tools the operator uses, such as research and inference, are paid from prepaid usage credits. Every top-up and every tool cost is written by the database as its own cost record entry, never calculated in the browser.
